Dubai, the sheikhdom in the United Arab Emirates, is developing a strategy to diversify power- generation sources and improve efficiency to ensure an adequate energy supply through 2030, the government said.

The emirate’s Supreme Energy Council held a two-day workshop with advisers McKinsey & Co. to devise plans that would include using “clean” coal, nuclear power and renewable-energy, according to an e-mailed statement.

Dubai, the second-biggest of the seven sheikdoms in the U.A.E., produces less than 4 percent of the nation’s oil. The emirate is seeking to guarantee power supply and reduce emissions that contribute to global warming, according to comments made by Saeed Mohammad Al-Tayer, the Council’s vice chairman, in today’s statement.

The U.A.E. holds about 7 percent of the world’s crude reserves, with most of the country’s deposits of oil and natural gas located in Abu Dhabi, its national capital and largest emirate. Oil and natural gas production made up about 5.5 percent of Dubai’s $62 billion economy in 2007, according to data from the U.A.E. Economy Ministry.

Persian Gulf states are boosting power supply to meet rising demand from growing populations and as they seek investment to spur economic growth. The U.A.E. is beginning an atomic-energy program to diversify supply and compensate for limited amounts of the natural gas needed to fire power plants.

Reorganizing Energy Sources

Dubai’s ruler, Sheikh Mohammed bin Rashid Al Maktoum, last year established an energy planning council and an oil affairs department to manage production, sale and export of crude and regulate licensing of related products. Sheikh Ahmed bin Saeed al Maktoum was named as chairman of the Department of Oil Affairs and will head the Supreme Council for Energy.

The emirate earlier this year said it discovered an offshore crude deposit that it plans to evaluate and begin developing as early as next year. The size of the deposit and prospective production levels weren’t disclosed.

Government-run utility Dubai Electricity & Water Authority is seeking international investors to build a 1,500-megawatt power plant and water desalination facility. DEWA, headed by Al- Tayer, plans to build in six phases a new generation facility located at Hassyan on the border with Abu Dhabi that would generate a total of 9,000 megawatts when completed.

The utility, which slowed projects because of lower growth rates, still plans to raise generation capacity by about a third over the next two years to 9,800 megawatts, Al-Tayer said in March. The company is also building a 2,085-megawatts combined- cycle gas turbine plant at an industrial area along the coast.

Google Inc.’s Android mobile- operating system is winning over an important demographic in its fledgling rivalry with Apple Inc.: application developers.

More than half the 2,733 developers surveyed by Appcelerator, a mobile-software tools provider, see Android as having the most long-term potential among operating systems. About 40 percent of respondents said Apple’s iOS would have the best long-term outlook, according to the survey released today.

The study yields another signal that Android is gaining steam on iOS, which will power the new iPhone 4, Bloomberg Businessweek.com reported. With some 60 Android-based devices and more than 60,000 apps available, the operating system is adding more than 100,000 users daily, according to Mountain View, California-based Google. Android will eclipse iOS as the world’s second-most-popular mobile-operating system in 2012, researcher Gartner Inc. has said.

“Google and Apple are playing a chess game, and everyone else is playing catch-up,” said Scott Schwarzhoff, vice president of marketing at Appcelerator, also in Mountain View.

It’s not just in phones where Android may challenge Apple and other smartphone software makers, including Microsoft Corp., Research In Motion Ltd., Palm Inc. and Symbian, the world’s most popular mobile-operating system. Dozens of manufacturers such as Sony Corp., Logitech International SA and Toshiba Corp. are readying tablet computers, netbooks, set-top boxes, e-readers and televisions that will run on Android.

“Android is the only viable alternative to Apple right now,” said Ken Dulaney, a vice president at Gartner in San Jose, California.

Steve Dowling, a spokesman for Cupertino, California-based Apple, declined to comment.

Deja Vu

The competition for connected electronics resembles the battle that played out between Apple and Microsoft in the 1980s and early ‘90s, when the personal-computer operating-system market was still up for grabs.

“Now you get the Microsoft-Apple war in PCs on the mobile devices,” said David Owens, vice president of marketing at Sprint Nextel Corp., the third-largest U.S. wireless provider, which has introduced three Android-based smartphones since late last year. The latest, HTC Corp.’s Evo 4G, released this month, had the best first-day sales of any device at Sprint.

Robust Android sales boosted HTC’s U.S. smartphone share to 9.4 percent in the first quarter from 7.3 percent in the third period of 2009, according to preliminary data from researcher IDC in Framingham, Massachusetts. Motorola Inc., maker of the Droid, saw its share jump to 12.4 percent from 2.1 percent.

“They feel this is something that, moving forward, is really going to help them,” said Will Stofega, program director at IDC.

New Motorola Phone

Motorola, based in Schaumburg, Illinois, plans to unveil a new Android handset today, according to Verizon Wireless’s feed on Twitter.

Suwon, South Korea-based Samsung Electronics Co. is “putting a lot of investment” behind its Galaxy S phone debut in the U.S. through AT&T Inc., said Justin Denison, vice president of strategy for Samsung Telecommunications America. He called the device the company’s “most important product in the premium smartphones category this year.”

Carriers including AT&T, the iPhone’s exclusive U.S. service provider, are hungry for Android. Since offering its first Android handset in March, AT&T released HTC’s Aria in June and said it will soon offer Samsung Captivate.

“We are planning a robust Android portfolio,” AT&T spokeswoman Dawn Benton said.

Well-Known Name

Verizon Communications Inc. has run big promotions for Motorola’s Droid.

Eventually, “we are going to do as well as if we had the iPhone” as the company expands its Android portfolio, Verizon Chief Financial Officer John Killian said at a technology conference last month.

Google’s support and well-known brand is part of the reason behind Android’s surging popularity among consumers. “People know Android is from Google,” said Sprint’s Owens. “That market knowledge has translated into consumer interest.”

Competitive pricing has also helped. In the past six months, Verizon Wireless offered two Droid phones for the price of one. It currently sells HTC’s Droid Eris for $50 with a two- year contract. The cheapest iPhone retails for $99. The new iPhone 4 will be released on June 24, starting at $199.

Phone makers are working on developing even cheaper Android smartphones to take share from so-called quick-messaging devices, whose use has exploded in recent years, Gartner’s Dulaney said. Such “junior smartphones” -- with less memory and lower-resolution screens -- should become available in late 2010, he said.

Many of Android’s early bugs are getting worked out and the software offers more features.

“They’ve learned from those mistakes,” IDC’s Stofega said. “Android is now mature.”

Army General Stanley McChrystal will arrive at the White House today to hear whether he will remain as commander of U.S. and NATO forces in Afghanistan, where the war strategy he designed is at a critical juncture.

McChrystal offered to resign after a storm of criticism over comments he and aides made in a magazine article that disparaged administration officials over their handling of the war in Afghanistan, according to a government official.

President Barack Obama said yesterday that while McChrystal and his staff “showed poor judgment,” he wanted to speak to the general directly before deciding his fate.

“Whatever decision that I make with respect to General McChrystal, or any other aspect of Afghan policy, is determined entirely on how I can make sure that we have a strategy that justifies the enormous courage and sacrifice that those men and women are making over there,” Obama said after a Cabinet meeting.

Afghan President Hamid Karzai pressed Obama in a video conference call last night to keep McChrystal, Karzai’s spokesman told reporters in Kabul. “The president believes that we are in a very sensitive juncture in the partnership, in the war on terror and in the process of bringing peace and stability to Afghanistan, and any gap in this process will not be helpful,” Waheed Omar said, according to Associated Press.

“We hope there is not a change of leadership of the international forces here in Afghanistan and that we continue to partner with General McChrystal,” he said.

Rolling Stone

The controversy over quotes from McChrystal and unnamed aides reported in Rolling Stone magazine threatens to fracture a unified front that Obama has sought to build for the war and the international coalition doing the fighting.

The president reacted with anger upon reading the article, his spokesman said, and officials from the White House to the Pentagon to Congress called McChrystal’s remarks a serious lapse in judgment. Asked if McChrystal will be relieved as commander in Afghanistan, White House spokesman Robert Gibbs said, “All options are on the table.”

Obama has staked a major piece of his foreign policy on the outcome in Afghanistan. He re-confirmed his commitment to the war in December, when he authorized the deployment of 30,000 additional troops, even as support from the public and other nations flagged.

Kandahar Offensive

McChrystal, 55, commands 142,000 troops from the U.S. and 45 allied nations and is in the midst of leading the biggest, and possibly most decisive, military offensive of the war in Kandahar Province, the Taliban’s heartland. Joint Chiefs of Staff Chairman Admiral Michael Mullen told a Senate panel last week, “As goes Kandahar, so goes Afghanistan.”

The increased tempo of fighting has pushed the number of U.S. personnel who have died in Afghanistan to 1,114, more than 450 of those since the start of 2009, Pentagon figures show.

The profile in Rolling Stone’s latest edition, titled “The Runaway General,” quotes McChrystal and the unidentified aides as mocking Vice President Joseph Biden and criticizing special envoy for Afghanistan Richard Holbrooke and U.S. Ambassador to Kabul Karl Eikenberry, with whom McChrystal is supposed to carry out U.S. policy.

McChrystal issued an apology yesterday.

“I extend my sincerest apology,” he said in a statement e-mailed from his command office in Afghanistan. “It was a mistake reflecting poor judgment and should never have happened.”

Quit Offer

He made the offer to step down in a conversation with Defense Secretary Robert Gates before leaving for Washington, said the government official, who spoke on condition of anonymity.

Duncan Boothby, a civilian adviser to McChrystal who was responsible for arranging the Rolling Stone interview, submitted his resignation yesterday.

The controversy echoes an incident in early 2008, when Gates accepted the resignation of the then head of U.S. Central Command, Admiral William Fallon, after an article in Esquire magazine depicted the admiral as at odds with President George W. Bush over Iranian policy.

Retired U.S. Army four-star General Barry McCaffrey said McChrystal has to resign because he has irreparably harmed his relations with other government officials.

“There’s no question he’s fatally impaired his effectiveness as combatant commander to deal with the U.S. Embassy in Afghanistan as well as the White House,” McCaffrey said. “He’s gotta go.”

‘Too Many Shots’

While McChrystal has been an effective commander, the remarks create a breach in the tradition of civilian control over the military, said Eliot Cohen, director of strategic studies at Johns Hopkins University’s School of Advanced International Studies who has written extensively about the U.S. civilian-military relationship.

“There are just too many shots at the vice president, at the president’s special representative -- no matter what you think of him -- at the ambassador,” said Cohen, who called McChrystal an effective commander. “It’s just not acceptable to leave him there as damaged goods.”

Brookings Institution analyst Michael O’Hanlon, who knows McChrystal and Eikenberry, said the views reflected in the article are “highly uncharacteristic” of the general and that his performance in the field outweighs the incident.

“It would be a huge shame at this crucial moment to lose him,” said O’Hanlon, who specializes in foreign and defense policy at the Washington-based policy research center.

Potential Successors

Still, Obama wouldn’t have a hard time replacing McChrystal because nine years of war have honed a long list of experienced, effective military leaders, said McCaffrey, who received three Purple Heart medals in four combat tours and later served as the nation’s drug czar.

Two potential successors are Lieutenant General David Rodriguez, who runs day-to-day military operations, and Lieutenant General William Caldwell, commander of the NATO-led mission to train the Afghan army and police, McCaffrey said.

With all the friction surrounding McChrystal, that isn’t Obama’s biggest problem, McCaffrey said. A Washington Post/ABC news poll taken June 3-6 found that 53 percent of Americans say the war hasn’t been worth fighting, the highest recorded in that survey.

“The American people have essentially walked away from supporting the war, and they won’t come back,” McCaffrey said. “The question is what do you do about Afghanistan.”
